well it can ONLY leave the USA with a full permit from the Gov, and i doubt they will let it go out of the country unless it is to a friendly state.

No, that's not how mining works. Uranium one has a licensing deal, which can be revoked at the discretion of the nuclear commission, uranium one also also does not have an export license for uranium therefore it can only be sold in the domestic market.
