Judging from the replies on this thread, I think it's a mistake to assume that PMS is limited to women.
Making these products available is a courtesy. I think of it as being along the same lines as keeping the bathrooms well-stocked with toilet paper, hand soap, and paper towels.
As for keeping them in the men's room, well, even if a trans man never needs them in there, just think, guys: you can be a hero by fetching one for your wife or girlfriend when they run out in the ladies' room. Yay, you, you big hunk! Even if you never need to do this, I can assure you, the sight of a wall dispenser is not going to make you impotent, so just relax, okay?
That's not even remotely logical. "I object to this wasteful spending, now let me throw the offending tampons away!" (Yes, you can use the word tampons without it affecting your testosterone levels.)

Exactly! Making them available in the men's room can also be perceived as a back up plan for when the women's room runs out of supplies. Send your boyfriend in to get a tampon for you. He should be able to manage that if he actually cared about you, just like a boyfriend's emergency run to the corner drug store is sometimes needed.
College-aged men need to man up, stop being so juvenile about a fact of life, and help out the girls/women they care about when they can.
That said, I already stated this could easily be abused...

The University of Wisconsin Associated Students of Madison announced Wednesday they will implement a pilot program that provides free menstrual products in three buildings on campus starting by the end of April.
Helen C. White Hall, Sterling Hall and The Red Gym will be the first on-campus buildings to carry free products. Helen C. White and Sterling will have menstrual products carried in all women’s restrooms and The Red Gym will carry them in all women’s, men’s and gender-neutral restrooms.

Well - no, not really. Are you REALLY looking at cost effectiveness when you put menstrual products in the men's bathroom?

The boyfriend can put them in their wallet or pocket if that's such a concern. Put them in the glove box of your car.
Somehow relationships have survived without a man running in the restroom to get a spare.
What are women going to do if they are out in the men's restroom after T-310 has thrown them all in the trash? The same thing that has been done for the first 240 years of this country's existence.
