Some things never change.

Everyplace you have the strictest (and most unconstitutional) "gun control" laws restricting law-abiding people, and a large population that is constantly told they are not responsible for whatever bad things are happening to them this week, you have huge numbers of people (innocent and guilty alike) shot, 24/7.

Breaking News - Chicago Tribune

28 people shot in less than 18 hours in Chicago

Elyssa Cherney
Chicago Tribune
April 16, 2017

Police respond to a shooting at 31st Street Beach. Two people were wounded at 10:30 p.m. Saturday as families milled about the popular site.

Your list reads like a lot of petty crime with a drug/alcohol/ infused plain stupid approach to being tough by pulling out a gun and firing it.

It also reads like marshal law should be instigated with a curfew but of course if that was proposed the Lefties would flip out that the rights of these poor gun toting folks would be violated. Still they should do it.

It is going to be a long hot Summer in Chicago.

End the pointless war on drugs, do away with the welfare schemes/wage laws and return the right of people to defend themselves with a firearm. Watch the crime rate go down.
Govt is the problem here, as it usually is.

Hey, I thought Trump was going to clean up Chicago. Oh that's right, he has to show the world how tough he is with Syria and NK first.

That's pretty much how the city has operated for a long time. As long as the violence happens in the bad areas and not to tourists or "innocents" you don't draw too much heat.

You shoot up 3 guys in downtown Chicago during the Taste and clip a couple tourists too....your own gang will kill you for the heat that comes down on them.

Chicago has adjacent neighborhoods with murder rates 35-40x higher than each other.

Lack of opportunity, poverty, gangs, drugs...conveniently placed on quite literally the other side of the tracks (or freeway) which serves as a natural barrier.

City politicians largely get a free pass for the lip-service of helping these communities. Heck, the current administration tried to help cover up a police murder of a young black man named Laquan McDonald.....and there has been no real fall-out from it.

Whatever helps you keep from having to face the seriousness of the topic.

Martial law can only be declared when there is a major insurrection, like a riot or war. And for that, habeas corpus would need to be suspended. Only in the case of invasion or rioting (basically war). Otherwise, martial law would go against the Constitution.
