We have no evidence of Russia collusion in the election, so instead of admitting we were wrong and possibly incriminating Obama - we need to change the narrative.
I think the possible scenario is the US selling more (upgraded non-garbage) weapons to everybody in Asia, checking how it turns out, while focusing on the Middle East first.

Working with both Russia and China is a good idea.
I am looking for a working relationship with both countries.
Plus, North Korea is valuable to China as a diplomatic bargaining chip. US has repeatedly seek help from China to restrain a country that has nuclear weapon (mostly pointing at themselves by targeting South Korea and targeting Japan, both territories has US troop stationed. Whereas Taiwan has never taken truly provocative or threatening postures that’s in the same class as NK. China gets to be a good guy whenever NK is mentioned.

These are not mutually exclusive. The FBI is still investigating. If anything is shows Trump was a "useful idiot" to the Russians.
