The acoustic signature of a Russian torpedo versus NK would give it away. NK does not possess cruise missiles.

None of that data would be available after the nuke detonated.
Additionally the Russians could simply claim that they had sold some to Korea, further muddying the waters. And by the time anyone could figure it out, everything would be over.
Could also just use a nuclear mine. In combat, things arent always clear.
