The Constitution is clear that immigration is up to the Federal government to enforce.

It's not a block. It just means there will need to be a clear definition of sanctuary city so the fund distribution is fair. SF ain't getting funds under any definition.
It's almost like having experience as a real estate developer and reality TV host is not great background for serving in the highest office in the land; and it's almost like surrounding yourself with other's lacking in experience or who's only qualification is loyalty or patronage is a bad idea; and it's super almost really like failing to fill out the rest of your staff and leaving hundreds of higher level jobs requiring senate approval compounds the issue...

A US judge has blocked Trumps attempt to withhold funds from sanctuary cities. The news is unfolding, but evidently the cities are "entitled" to federal funds even if they do not co-operate with ICE.
It depends on the program, but in large part it's true.
A city/state might, for instance, lose funding for a housing program if they don't meet certain standards. But if they are meeting those standards, those funds cannot be cut. They certainly can't be cut because the feds disapprove of what that city/state is (not) doing regarding immigration enforcement.

I suspect it wont be a complicated decision. Its well settled law that you can't force cities and states to enforce federal laws. ESPECIALLY retroactively.
If Sessions or this administration had a brain they would tie it to new future funding. This didn't pass muster-not even remotely. And they HAD to know it going in. This is theater of the worst sort.

So calling ICE and telling them they have an illegal alien in custody is enforcing federal laws? If they were actually enforcing them they'd be able to deport them but they can't as that part is the fed's job. There has always been cooperation between local authorities, state authorities, etc. in regards to law breakers.
A San Francisco judge, appointed by Obama, ruled Trump can't cut off funding to San Francisco. It's a shocker.
So let him appeal if he doesn't like it, every judge that rules against Trump must be liberal.
