The 22nd amendment to the U.S. Constitution prohibits any person from being elected to the office of President more than twice, so Barack Obama would be forever barred from running for that office once his second term in office expired.
So unless you're looking to subvert our Constitution (good luck!), you're SOL.
No. And the US couldn't survive another eight years of Obama. He did enough damage in the last eight years.
