I am pretty sure if you own a clothing company you have a say in where the clothing is manufactured, you can specify to have them made in the U.S.

And the thing is, $62 a week is not a terrible wage in China's tier 2 or 3 city.
Let's do the math here, assuming she brings those jobs back to America (lol funny right? But let's humor me) and pays each worker $13 an hour. That's $520 a week!!!! $62 vs $520! Damn, no wonder she outsourced jobs to China.
So, let's do even more math - how much tariff would have to be imposed for the pain points to reach such that Ivanka would bring those jobs back to America? And how much would such an act increase the retail price of her clothing line??
Bottom line: Ivanka Trump, what a smart resourceful woman for outsourcing jobs to China. Probably learned it from her daddy.
$62 per week is actually quite low even for small cities of inland China.
However clothing factory workers have relatively low wages in all countries. $62 per week is above the minimum wage of most Chinese provinces and there is nothing wrong. Usually housing and food are free/cheap in such factories.
