No one and it's a stupid question to ask.

However if you really want an answer, human wise, the southern hemisphere has the best chance of survival since it has the least nukes pointed directly at it. That means they'll die much slower as radiation slowly increases and moves down that way.

No one wins.

Asia. They would have all their manufacturing in place, free to steal and use proprietary info, and would be the economic and military power in the world.

The US, Europe, and Russia would be wastelands. I have no idea who could recover faster. Russia has the advantage of being an authoritarian regime and many people use to living in rather adverse conditions, whereas the US seems it would have numerous groups trying to take advantage of the situation with a population not use to living in adverse conditions, and recovery would grind to a halt due to competing interests. Europe would be a mixed bag depending on the country.
