So if he was referring to the Senate rules, he would have said so. but he did not.

The system of "system of checks and balances" is spelled out in the Constitution, which he finds archaic and bad for the country. Those are his words. Why must we have to parse what he says to get to his meaning or some statements and take his words as fact on others?

Where do you see the words 'the Constitution is archaic' ? Don't you know the difference between the Constitution and Senate/House rules they establish by themselves. Trump was speaking of filibusters, cloture, the nuclear option, process, not the Constitution. He's not alone in questioning the rules Congress establishes for itself. With everything wrong about Trump, it's feeble to conjure up things he didn't say.

all the constitution does is lay out the framework for our federal government, define which branches have what powers, and define the rights of the people, and the states. the founders also included the procedure to amend the constitution, but made it difficult on purpose to prevent amendment after amendment being put in to avoid real problems in governing.
also remember the federal government was supposed to be weaker than the state governments, and was never designed to do the things they are doing today.
