Which program?
I listen to Rush Limbaugh in the morning occasionally, and he went off about it yesterday. Pence was on his show this morning I think as a fig leaf to keep him from going off on Trump more.

This is just the way it has been for many years. And still is today.
Are you passing this post off as fact, or is this just your opinion?

What in the eff??? Yeah, it's official, his brain is rotting. He's rendered himself irrelevant. Nice work.

It's not over yet.
His Tweet referenced a September shutdown. Since everyone is on board with the current budget, it would literally be "him" shutting down the government. I don't think he's going to do that but you never know. I read it as he was trying to get congress to force this rule change after they agree on what they want in September, in case they don't have enough democrats on board. Either way, it looks like there will be some wild and chaotic times in DC in the upcoming months! Federal workers are likely in for a whirlwind.

The other unfortunate thing for federal workers is that he's so sensitive and reactionary, that all the media reports of him failing to get anything he wanted out of the budget have probably hurt his ego, and knowing him, the only thing left for him to do is play hardball and force a shutdown by vetoing the bill. I think the combo of the media, his thin skin, and his big ego has fueled his threat of shutting the government down.
