That's what an effective manager does to improve efficiency. To the government it looks like chaos and that is exactly why Trump was elected.

The issue for trump hasn't been that somehow all these people just showed up and started working for him. If he was such an effective manager wouldn't have chosen to fill his administration with all these clowns in the first place.
It's amazing that people make these excuses. The buck stops at trump's desk. That is probably the crux of the matter, while the buck was waiting at his desk, he was off on the first tee not paying attention.
So when you had employees slacking off, instead of working on improving the work environment, you chose to spend additional money to bring in additional people (essentially paying double for labor) to train folks just to fire the older ones.
That is not a good show of effective management skills. That is a clear sign of someone who should not be part of management because they clearly do not understand the intrinsic value of human capital.
The boss manages the business how he see's fit. Never have had to have anyone manage my business for me. That can lead to bankruptcy, if not very careful.
