Won't ever happen. Federal District Judges all have lifetime appointments.
The 9th Circuit covers the largest district of them all. I was recently involved in a bankruptcy (not mine), and the 9th District Judge who is part of the district's bankruptcy judges heard this case after hearing one the previous day in Nevada. The following week, he as scheduled to hear a case in Alaska.
His caseload totaled 4,000 bankruptcies. I got this from one of the courthouse's security personnel when I arrived early and was waiting for the courtroom to open. He said the job was so demanding that other judges, state district judges, state supreme court judges, and other qualified judges, won't apply for a job in the 9th District.
The few who have applied had their confirmations stalled by the Republicans in Congress for so long most of them rescinded their applications and found benches in other courts.
The judge who heard the case I was in came out of retirement when personally requested by the Attorney General to serve again, and later last year, quit to retire for good. He had, in his long career, written some of the bankruptcy laws that are now in force federally.
The 9th District Court of Appeals is responsible for all federal appeals in the states of Alaska, Arizona, Hawaii, Nevada, Idaho, Montana, Oregon, and 4 of the 5 Districts in California and 2 of the 3 Districts in Washington.
It also has jurisdiction in the District of Guam, and the District of the Northern Mariana Islands.
That enormous district is served by 29 judges. It's so large that the Court doesn't have just one courtroom, like all the other districts. It has 4, all in western coastal states. The individual judges travel the entire District.
So it's easy to see why so few applicants are ever available. Through circumstance, most of the sitting judges were nominated by Democratic presidents, but G.W. Bush appointed 7, Reagan 4, Nixon 2, and G.H.W. Bush 2.
There are 4 vacancies that are unfilled.
At the creation of the 9th District, it was even larger. It once had jurisdiction in the Phillipines and Shanghai, China when both were American possessions.
I asked the security guy if he would ever take a job like that, and we both shook our heads at the same time. He thought they were all heroes for their service to the nation. I agreed.

That weed has gotten stronger over the years, hasn't it?
This is why it's of the utmost importance for President Trump to be able to appoint a second Justice to the court, replacing a liberal judge with strict constructionist. Only then, will there be a check on judges legislating from the bench based on every imaginable reason instead of ruling based on the Constitution.
