The teacher and principal didn't know what it was, which is why they called the police.
They called the police because this is what schools do now. How many examples do you need?

In this case it was justified. Only an idiot brings a strange-looking device to school that could be mistaken for an explosive device and shows it to everyone. Making hoax bombs to scare people is also against the law.
