I don't know the specifics of the agreement, but if it's like most we agree to then it means the USA is on the hook for the largest share of the costs. When the rest of the world starts paying its fair share for the policing the US Navy does of international waters, the policing of countries committing genocide and all the other handouts the world gets from us, then I might be agreeable to new handouts.
