This is one very very small example of how it's harder to make a buck these days. Things like this are where Millennials have a legitimate complaint, though I doubt many understand the "why". Thirty years ago we didn't have this kind of crap.
Gee, what happens when they get to be adult and want to start a business, should they just continue to flaunt the law and not bother getting the proper licenses?

No one should be allowed to sell food/drinks without the HEALTH DEPARTMENT INSPECTIONS:
I told my G'daugther (9)to go wash her hands before eating lunch, she said, I washed my hands this morning before I left home to visit( 4-hours earlier). Kids will be kids!
its amazing how we got to 7 billion people walking around the planet without wild eyed liberals standing over our shoulders inspecting everything....

PS I have a good friend that is a Gastroenterologist. He states flat out that over washing of hands is killing people.

Back into my time machine, I decided to go to Nazi Germany in early 1940s, just for fun. Kicked it with Hitler, drank, played chess, talked politics, etc. I brought up this story and similar stories about how lemonade stances get shut down in the future. He told me that people in the future are sick and crazy, then he went to kill another round of jews.
Did you read the article? Lawn care businesses are threatening to report teens to the city if they see them mowing lawns. You can't exactly cut grass "under the table."
How would they know or not that the kids are maybe children of the residents and that they are doing their weekly allowance? Or are allowances to teach kids responsibility illegal now too?
