You cannot destroy the Jihadist no matter what you do. Most attempts at destroying them will simply create more than you destroy. There is an Islamic world out there that can produce unlimited numbers of Jihadists. And forceful suppression will likely increase the recruitment.

This is one of those "you have to win over their hearts" not destroy their bodies things.

We destroyed the controlling structures when we went into Iraq. And now the west will pay the penalty until some new quasi-stable thing is formed.

The only way this will end is if we focus on hearts and minds and win over the vast majority of moderate, sensible Muslims. Radical Islam is an idea, and you can't destroy ideas with bombs, bullets, missiles, banning religions, and mass deportations of anyone who adheres to said religion.

We need to follow the British approach in Malaya, not the Soviet approach in Afghanistan.
