Because they are one of tens of thousands that are potential terrorists. There is lot of people doing and saying the same things he did.

They need to pick and choose who they think is the most likely candidate because they can't watch all of them. One of these attackers involved with one of these events in France they were keeping a close eye on for years, through shear coincidence he committed the act a few months after they had moved onto someone else.

The Intelligence Services are also hampered by the law, although leaving the EU and possible the European Convention on Human Rights (ECHR) would allow UK Security and Intelligence Services a lot more leeway.

One of the london bridge killers Khuram Butt even appeared in this video from the bbc4 , these guys are openly waving an isis flag and spouting hatred of the west. What are they even doing in the country at all ? The multiculturalism and tolerance of the west is sick
