I heard him testify that he typed his notes on the conversations with the Donald on a SECURE FBI Laptop immediately after the meetings ended. I realized that he would need those notes to defend himself against an irrational Trump and his cohort.

I don't think it's illegal for a politician to use his/her own mail server. However, it most certainly is illegal to transmit classified information.

Hillary was under the microscope because she was transmitting classified information.

"Hey Bob, let's grab lunch today" is a lot different than "Here are the missile launch codes".

That being said a piece of hardware classified as a server would normally have a lot more disk space on it than a normal PC or laptop. Therefore it would be silly to use a server.
