This whole fantasy is a ruse by the Democrats and the media to cover up the criminal corruption of the Obama administration. The left needs to do something before the deep state is replaced by Trump's people. It's "Russian collusion," but it won't work. Just like blaming a preplanned terrorist attack on a YouTube video won't work. People aren't as stupid as the Democrats need them to be.

Clearly the leaked document shows they knew about it.
Was it a complete failure to do their Constitutional duty to protect the USA with all measures? I say it was.
No! I don't think Russia has anything to do with anything else that is going on in this country. However, I do think the puppet masters are frothing at the mouth for a WW3 scenario with Russia. Just like Bush used 9/11 to get the people behind him to go to war with Iraq to finish the job whatever his father was trying to do, same people behind the scenes are trying get the people of the USA riled up to go to war with Russia.
I have my own suspicions why, but some facts are, Russia is still the second most powerful military in the world only behind the USA. They are not part of the banking cartel that most US allies are part of (history is showing that while the US will declare communist countries as enemies, she seems to turn a blind eye on China. Which is one communist country that allows the banking cartels to conduct business with them.) And Edward Snowden still resides in Russia. So, Comey can leak documents and not be arrested, but Edward Snowden warns people of what the government is doing, and he become enemy of the state and has to defect.

Is it their fault that it happened? It was during their watch.
They either let the Russians do it, or they demonstrate a gross incompetence to do their job in protecting the USA.
Should they bear 100% of the responsibly for failure to protect Americans from our enemies?

Yes! Obama knew, but did nothing! Russia hacked the voting machines in the "swing states" to ensure a Trump Presidency. Clinton had the election won, until the night of the election. No way in hll Trump could have won that election! Donald Trump is the first US President selected by Russia.
