He didn't say any votes were changed. It seems you trot that out every time, that no votes were changed and the election wasn't influenced (that last point is, by the way, arguable-although that influence was probably through websites and much less shaky).

Assault is still illegal, even if it's not consummated by battery.

In the same vein, attempted covert electoral interference is still bad and deserves full investigation and attention, even if the attempt failed. Wouldn't you agree?
