I suspect this is the case. And they are too afraid of being voted out by their locals if they vote on anything. Because anything they all can agree on, will lose some of them their jobs. While just delaying it they shrug, throw up their hands and blame other people.

That's not how the Constitution works. There's a separation of power between the Executive Branch and the Legislative Branch for a reason.
