The optics are incredible. No one in the WH except Trump could be pushing for this at this time.
What could Putin be holding over Trump? It must be good.

That would make both Trump and the Democratic party brilliant strategists and and the most forward of planners.

I would think Ryan may not want to touch this till after it gets polled. Areas that feel POTUS is the best we have ever seen may hurt their chance to retain the House if approved at a number high enough to over ride the liar in chief.
