First he actually rolled back very little of obamas policy. Basically eliminated the independent tourist which helps the big tour operators but will hurt the independant tourist and proprietors. I would say this is pro Starwood hotels and cruise lines.ironically that will end up meaning more money to the Cuban government vis a vis the Cuban entrepreneur.
