There are always enough Congressmen who keep their constituents happy in some way that they will always be elected until the time comes when they either retire or really mess up.
And it seems party is now more important than ever before for most voters. Voting out an incumbent means voting against his party, and too many voters will simply not do that, even if the real contest is more personality than political substance.

Those behind this "back to the people" movement you describe, has the very least interest in the well-being of the people, of any regime in our history. Your dwindling minority, which claims to be running things, has no connection at all, to the ruling elite. They will be treating you no better than the rest of us.
