I'm 58yrs old and have moved 14 times thanks to a military career. I'm a hodgepodge of left, right and libertarian views I have enjoyed everywhere I have lived. I'll be moving again in a few years, somewhere warm and favorable to a retiree income.
No preference.

Liberal city in conservative state, because no matter how crazy the municipal govt is, the conservative state govt will rule supreme.

A conservative city in a liberal state is sane but powerless against the iron fist of the left wing state mandate.

Very few significantly sized cities are conservative, and especially not in liberal states. The best one can generally do is find a conservative county in a liberal state.

Substituting conservative counties for cities, there are good and bad of both situations. The answer is too city specific for a generalized preference.

Good: Austin, TX; Placer County CA
Less good (or bad): Memphis, TN; any excessively poor conservative county in a liberal state
