China is working at world domination via the economy. From what I read, they are stockpiling gold to back their currency, and making trade deals all over the world.
Russia's economy is not up to this sort of competition. Oligarchs have stolen as much as they can, leaving the regular Russians somewhat dispirited, not to mention the discouraging impact of prisons terms and assissinations.
