This is the guy who campaigned on the promise to "replace Obamacare with something wonderful that will take care of everybody and the government is going to pay for it". He had no plan.

He gushed about Ryancare # 1 which failed in the House.

Then he gushed about Ryancare #2 and celebrated the House passage in the Rose Garden.

Then he told it Senatd the House bill was mean.

Then be gushed about the Senate Bill that failed to get the vote.

Now he's talking about repealing with some sort of replacement at a later date.

It's clear he wants to check a box and declare a percieved victory and forget about his promises. His desire for a percieved win is greater than anything else.

One could have bet serious money that Trump was going to tweet something that would dominate the headlines moreso than his lack of a healthcare plan despite his promises. He does not care what both chambers pass so long as he can move on to something fun

Trump just tweeted himself into another disctraction - you do understand that's one of the purposes, right? He wants to get the attention off the Russian election meddling investigation, because that really matters.

He is president of the United States and with his tweets he is in effect wiping his dirty rump on the national flag and hanging it up for the world to admire. A madman who truly believes that his sh*t doesn't stink.
