Your source does not mention Donald Trump. But your source does say "Congress voted in December 2015 to lift the export ban" and "Oil exports from the U.S. have risen 1,600 percent in four years" (and "2015" and "the last four years" was when Obama was in office.)

No, it is improved drilling and extraction technologies that have led to such a huge increase in oil production. Obama had nothing to do with it. Donald Trump either.

Promote energy “diversification” in Europe, especially through increased reliance on oil and natural gas supplies from the former Soviet republics of the Caspian Sea basin, in order to reduce Europe’s heavy dependence on Russian oil and gas, along with the political influence this brings Moscow."
