Well, good luck with that. According to the Federal Statute, it is in fact the US AG who grants parole:
Section 212(d)(5) of the Immigration and Nationality Act, Title 8, United States Code, Section 1182(d)(5): provides authority to the Attorney General to parole aliens otherwise ineligible for a visa into the United States.
