I honestly don't even know what to think about this.
Girls like to be complimented on their looks, as do guys. No biggie. Now would I say that to someone else's wife with their husband and my wife in tow? Not sure, but probably not. Now as a dignitary, in this case POTUS, does that title automatically make it inappropriate for such comments? I really don't know. Doesn't matter, because no matter what comes out of Donald's mouth it will be scrutinized and attacked for negativity whether it should be or not. And I am not the biggest Trump fan.
I'm not giving him a pass just because he is Donald Trump, which is essentially your reasoning. This was inappropriate, but more importantly - just stupid. Following the simple rules of basic decorum in an important international setting, as the President of one of the most powerful nations in the world - is just common sense.

Did you notice the Macron grab Melania's arm when Trump said that? As to comfort her.
What the hell is wrong with him? This is unacceptable behavior in any social space, and now it's appropriate for public officials who we set ultimate standards for.
