For the same reason we don't have cops busting people for jaywalking, handing out speeding tickets for going 26mph in a 25mph zone and so forth.
Rigid inflexible application of the law isn't always the best route to take, showing a little latitude goes a long way at times.
Depends how you approach the whole thing holistically. Are you there to serve and protect or just put the boot down and demand they respect mah authority.
P.S. I don't accept that this means they're going to do it again "bigger and better". They can contact the organizers and let them know that if they do it again and something bad occurs they could be in hot water.

Yes, of course the Constitution grants the right to free assembly,
but localities pass laws that require permits for events.

Loved the mayor seeking this as an opportunity to put kids to work! Or finding programs for them to attend. Seriously this is your answer? Put them to work?? With what skills? Much less them even wanting to work. They'll have 50 years of working...Let's not rush it...
If I was trying to drive in that area...And kids were blocking the street...Yeah I'd be concerned...
When our community has a block party we do have to get a permit. Thus the street can be blocked off so the folks can roam the area..I think such is common in some organizated communities..
No major damage, no arrests, nobody got shot etc. etc.
Seems to me this whole encounter ended up being handled in a reasonable manner.

Its reasonable to let nonsense like this go on in a modern society??
Now that they've proven they can get away with bad behavior what will stop it from happening again and being worse next time?
