The problema with these Projects is that since there is a Dead line to have everything properly functional, Costs go skyrocket and since the government is Required to Support the comite then contractors inflate costs.
the other point is ¿Why the hell the athlets villa has to be a complex of buildings whose appartments will cost as much as 4 times the average home in the city? Why The IOC requestes that? It would be FAR FAR better to build Average houses to average costs close to the Olympic Complex. Otherwise it is only a matter of business for corrupt politicians and corrupt contractors.
The olympics are exciting to me as a fan to watch. They are lifelong goals for many athletes, and the pinnacles of their athletic careers. But economics not only to the athletes but especially to the hosting countries is mind boggling and dangerous. With regards to the Rio games, it was well documented long before the games were held it was a bad economic move for the hurting country, and this is simple proof of that.
Logistics of housing the participants is by far the most difficult part of the equation. To build a city to hold a one-off two week event without any concrete plans for afterwards is failure in the making. When a city is awarded the Olympics, they know a "village" to house the athletes and others in necessary. Does the country immediately move into real estate mode, and begin pre-selling the living quarters to prospective future buyers, or is that only done post Olympics? In fact every piece of what is planned to be built should immediately go "For Sale", years in advance. There would have to be plans for future post Olympic upgrades to make these Olympic cities living breathing places. WHy wouldn't the athletic structures be on the marketplace for pro or other teams, even colleges? Why isn't much more effort/work put into post Olympic usage? It's the cities who take the games on responsibility to their own economy to dig deep.

At least cities who host the Super Bowl use existing hotels and venues and don't spend billions to build something for a potential one-time use. The "screwing" is business as usual (over priced ad revenues, ticket prices, locals jacking up prices, etc), not a decision to build a town just to host the Super Bowl.

It comes down to management and planning. The issues involved in hosting the Olympics are well-known. I fail to see how these issues are the responsibility of the IOOC. No one forces a city to host the games.
That Rio had bitten off more than it could chew was evident months before the games actually took place. Although it's obvious that a few people there made some pretty good money.
Some cities could host the Olympics with very little new construction and such.
I think they should hold them in a handful of such cities.
LA would be the best US city.
