Boy, you sure want to punish a lot of people by putting them in prison! This isn't your first post where imprisoning someone was your desire.

You seem to be very easily annoyed, and I would hate to have to foot the costs of the many folks you want to put in jail. That would send my tax bill skyrocketing. I will gladly send you a set of earplugs, as they would be a lot cheaper solution to the massive suffering that comes from listening talking too fast.
But it would be amusing to listen to prisoner's conversations...
"What are you in for?"
"Bank robbery. Shot 2 guards and ran over a baby carriage outside the bank. After the bomb went off. And you?"
"Talking too fast."
"Oh- sorry for you pal. I'm glad I won't have to do that kind of time in here."
If you rely on a 30 second TV ad to understand the legalities of a product or service, then you'll probably need a hell of a lot more than this law to protect you in life.
Studies have shown that listening to fast talking causes the synapses in your brain to transmit neurons even more rapidly, causing your neurotransmitters to become almost super-human. If rapid speech is listened to consistently, your brain will eventually outgrow your skull, requiring either a rod to be placed in the spinal column via the anus to hold the head up. Or, less favorable, you'll need a beanie hat with a chin strap and a propeller to help keep your head from falling to the floor and splitting like a watermelon.
I made all that up. Because I listen to fast talkin' on the radio and it turned me into a monster.
