That's not what they said. They're specifically declaring their cities to be "sanctuary cities," and spreading that message throughout the illegal alien community, so illegals will know where to flock to.
Sessions is doing the very same thing by not actually enforcing the law. The government could cut off the majority of the reason people come here. The GOP has the numbers. Cut off welfare. Arrest those hiring illegals. That would put a huge dent in illegal immigration but that isn't what they actually want.
You're missing the point. Mayors, city councils, police chiefs, etc., who declare their cities to be "sanctuary cities" are actively and deliberately encouraging or inducing an alien to come to, enter, or reside in the United States by declaring/designating their city to be a "sanctuary city." Doing so is a violation of federal law, as knowing in reckless disregard the fact that illegal aliens' coming to, entry, or residence is or will be in violation of federal law.
The law is quite clear on that.

When City Councils (or whatever these city officials call themselves) vote to declare that their city is a sanctuary city, they have voted to violate federal law.
They should expect response in the form of sanctions from the federal government.
So why is the anger by many directed at those who can not enforce our laws and not at those who can?
Perhaps because those who will not, claim they 'can not'.
