Heartland has mainly GOP representation, which is the reason GOP controls both House and Senate, several terms running, with wonderful GOP Senate maps next 2 cycles.

There are some, but they are a distinct minority, a deficit which they cannot overcome elsewhere.

Dems will not regain control until they split Middle America vote-which means becoming mainstream again.
They did just that at one time. Their focus was economy, defense, education back then, not Transgender bathrooms or other fringe issues.

The number of Democrats who sit on the DNC does not change based on who wins an election. The same number of Democrats from those states still go to the DNC meetings in 2017 as they did in say 1964.

the Democratic National Committee consists of the State party chair, Vice chair,(so 108 total including Guam, U.S. VI and so on), The chairman of the DGA and 2 other governors, the President of the College Dems, Chairman of the Democratic Mayors, President of Young Dems.
