I have no idea why you are having such a hard time with such a common English word.

Here is the sentence:

A simple substitution of the definitions you found above lead us to this:

If, for some strange reason, you are objecting to that particular use of "shuttering," don't blame me - CNN wrote the article, not I. But I have no idea why anyone would object to it, because using the word "shuttering" is a common way of saying "closing."

Your definition also includes this, since you don't seem to have noticed:

So yes, "shuttering" can mean a permanent closure. Which is what the CNN article said it would be.
