According to this CNN article, President Trump did order a 'review' of the nuclear arsenal upon assuming office in January, but that to 'modernize' it would require billions of dollars allocated by Congress, which I have not read they have done:

However, we will assume that Mr. Trump's tweet is directed to a small audience: Dictator Bart of NK (I can't recall his name), and to Trump's base. Both, I believe, will readily accept his tweet as fact, with no questions asked.

I saw that this morning. What a moron Trump is to even think that something like modernizing our nuclear weapons would take 6 months. When will this man stop tweeting stupid easily disproved stuff.
