It's apparently another mentally handicapped person who the FBI set up. He had no money, no driver's license, no transportation, no technical expertise, no weapons, etc. to carry out a plot. All means to carry out any kind of activity had to furnished by the undercover agents.

If he can get a good lawyer, he can probably get the case thrown out for entrapment
