"Defense" is one of the few constitutionally authorized items that the Federal government is permitted to spend money on.

Lets see, North Korea is threatening us with Nuclear attack, Iran is up next. Russia and China are loose canons, "Lets cut back on Defense". Im sure there's a few more bases we can close overseas that can offset other cost.
