You have to admit it does resemble the confederate flag. It doesn't matter what the original intentions are any more.
My own county courthouse was built in 1911, and the tilework on the floor has an interlocking Greek key design for a border. At the corners of the border, the tile layers used a swastika to keep the interlocked design going, continuing the design as it took a 90º turn, and back then, especially out here in the west, the swastika was seen as a good luck symbol that was thought to be native American in origin.
It was used widely on apparel and on cowboy gear like spurs, bridles, blankets, etc.
My Grandmother had a swastika brooch, made of gold with red garnet insets that she was given as a graduation present in 1915.
While she never wore it after the Nazis took over in Germany, she kept it in a jewelry box all her life.
So designs do change their meanings.
The county painted in the white tiles on the swastikas with black paint to make the corners solid black looking long ago, but I can still remember them as being original in the 1950s when I was a kid; even after the war where most of our young men fought the Nazis, they recognized the courthouse tile was just a design.
But over the years, as new generations came up, things changed. The people in the county wanted them covered, so they were. Without defacing the old tilework permanently. From time to time, the maintenance crew has to apply a new coat of enamel.
The original crisscross was from Scottish flag. White and blue design. Anyone flying a Scottish flag will be thought of as a racist.
Here's a little factoid that I'll bet practically no Americans know. The English flag - The St Georges Cross is viewed as racist by a majority of Brits, including the English themselves. (You can google this for yourself) Yet the Scottish flag (St Andrews cross) and the Welsh Flag (Red Dragon) are seen as patriotic.
The St Georges cross has come to be seen as exclusionary and associated with the far right English Defence League.
St Georges day is not widely celebrated in England, yet St Patricks day is. It's an odd thing and needs to change IMO. The English should be allowed to be just as patriotic as anyone else.
Not that I'm comparing any of this to the confederate flag which has a whole other set of connotations, but I thought it was related to your post.

All old subways have patterned tiles, they don't usually mean anything.
Stations on the London Underground has different style tiles for different stations as at the time of construction a large percentage of the population were illiterate and couldn't read the station names, so relied on the colouring and tile patterns to idenmtify stops and lines.

I don't think the majority of English people view the St Georges Flag as racist, it was used by some racist groups in the past such as the National Front, however it's probably best known for being on the England Football Strip, and lots of St Georges Flags can be seen flying from pubs, cars and houses when England is playing in the UEFA European Championship or FIFA World Cup or during international rugby or cricket including the Six Nations (Rugby) and Ashes (Cricket), indeed the flag today has more of a sporting connection than anything else.
