The total value in state and local benefits for the project adds up to $207,889,943.00, which means that $4,157,798.86 in state and local funds will be used for each of those 50 jobs. The employees must be paid at least $29.12 per hour as part of the incentive agreement with the state of Iowa.
States routinely offer incentives to companies to move. They don't want their citizens on welfare. If they make a good wage they spend it locally. Why do you think Texas is booming and many companies are leaving California for Texas?
The Loony Left wants more welfare recipients to vote Dem. They only care about their own pockets and not the residents of their states.

The person who wrote the article isn't exactly objective.
What you quoted above would only be completely true if there was another company wanting to develop that land that didn't insist on those tax breaks. What if that land continued to be a cornfield?...If so, it wouldn't have the significantly higher valuation that the Apple buildings would bring, and thus no much higher property tax that could be abated.
You also conveniently didn't quote other paragraphs:

At least the author was objective enough to include the following:
