Signing a piece of paper doesn't change what structures were already in place, as the headline suggests. Read the article, and you can quickly see the hysteria. President Trump does not believe the Global Warming hype, so he won't have regulations supporting it. Obama put them in place because he did go with the hype, or to put it more gently, believed in it. Each president can do that with all executive orders, hence the word "executive". If you desire those regulations to be put back in place, all you can do is vote for a leftist democrat in 3 years.
