Investigations always go after the big fish LAST - after they've gotten testimony and evidence from all the little fish and lined their evidence all up in a row. That way, if the big fish lies they will know it right away, That's usually the way it works. Remember during the Clinton investigation, Hillary was the LAST person interviewed and investigated. Mueller is circling around Trump. He sure didn't bring in his team of financial crimes guys and his IRS investigators to go after some "small fry". Something big is going on. Muellers team't is HUGE - and they are on the trail of something. We won't know WHAT until he releases his report, but it's pretty good bet he hasn't assembled such a large team just to go after Manafort.

You are right, the large team isn't just for Manafort.
With all of the data that they have to go through and people to question, they probably do need all of the people that Mueller brought on board. It appears that they are not just investigating Trump and his campaign team, but that they may be looking at everyone who was involved with any of the campaigns in 2016, along with the Obama administration , looking over everything and everyone for any possible involvement with Russia.
They are dealing not only in Trump's campaign team, they had also requested a lot of files from the Obama administration, they may have also requested files from Hillary's campaign (naturally we won't hear anything about that from the MSM), and, they had pulled in Stein to question her own involvement with Putin. It sounds like they had cast such a wide net that if they hadn't beefed up their team then they could have possibly stretched this investigation out for decades.
I have no doubts at all that they may have something, minor or major, on Manafort, which is probably what the IRS investigators are for. Keep in mind, Manafort has been a Washington insider for many, many years.

Of course (protected) Hillary and Obama probably aren't being investigated, even though they have deep Russian ties of their own. Since everyone does have Russian ties, and Mueller is not even bothering to investigate any of them, just Trump and his campaign team because .. they won(?), then, Mueller must not be the professional that everyone is claiming he is. (with that said, I'm glad it's Mueller and not Comey doing the investigation)
