Yeah..The Hawaii decision..lower court ruling that has just been upheld by the 9th circuit.

Courts don't "rule." They issue opinions. (And before you jump down my throat and tell me I don't know what I'm talking about, I have heard this from many Constitutional attorneys, and they should know).

SCOTUS ruled that the ban could be implemented, pending review..with certain limitation.

The Hawaii ruling said that the Trump definitions were arbitrary and overly restrictive

The 9th circuit just backed that up.

You're not wrong. These courts are acting against what the Supreme Court has allowed in their opinion on this case. These judges need to be impeached and disbarred.

I thought it was something about those that already had visas and green cards but were not here yet.

There's so much going on, it is hard to keep track of it all.

It's just a common English usage. What exactly is an opinion that has the force of law?
