If they are launching these low (<50 miles up), that's another story. But as it stands these are (somewhat) accepted rules for space flight.

My guess is that the odds of such a thing falling and hitting anything are really really low.

Fun Fact:

After the Soviet Union developed their A-bomb, in 1955 Eisenhower thought things were getting out of hand and proposed his "Open Skies" plan which was a bi-lateral agreement to exchange locations of military base locations and allow mutual reconnaissance overflights over each other to track nuclear weapons development. The Soviets said "nyet".

Flash forward to to October 1955. While there was much concern about the Soviets beating the US into orbit with Sputnik, Ike was more concerned with Soviet missile development for defense and spying rather than for space use. He knew that spy satellites were in the near future, and Sputnik flying over the US played into Ike's hands, essentially validating his Open Skies plan, albeit, at a much higher altitude.

He's been wrong before but he's also been correct too.....and is a long time insider. He predicted Trump would be President before Ann Coulter. And not only did he make the prediction, but he was perhaps ten-times more adamant that the prediction would come true.

We're going to find out fairly soon if his current prognosis plays out.
