The real question is - do websites like city-data have a responsibility to monitor Russian trolls?
And how do you propose they do that? Such an operation could employ botnets controlled by the Russian government, the posts would appear to be coming from US IP's on compromised machines... even your own. That's just the tip of the iceberg on how they could hide their tracks.

You are talking about a state actor that has the resources to break into highly secured computer networks while leaving no traces of their actions, successfully faking accounts on websites that can not easily be detected is child's play to them.

That's for the first part of the question, when it comes to the second part - no one can "stir things up" like you yourselves my dear Americans, be that "Libs" or "Repubs," help me Lord.
Russians are posting mostly in comments section of different media outlets, and their half-arsed English is usually quite recognizable, repetitive and predictable. So no, sorry to say it ain't "Russians" who are doing all the "stirring" around here, but you yourself and you are far more inventive at it too)))
