Because they don't identify as American at all. I'm pretty sure they fought to be able to have separate teams in the World Olympics - with no relation to American teams.
Why does Puerto Rico act as an independent nation?
For example they represent the island of Puerto Rico in the world Olympics.
because since Puerto Rico is NOT on the mainland and not included in many things in the mainland they were granted representation to compete in the Olympics by the Olympic committee a PRIVATE organization.
that's what happens when you isolate a territory for decades.
Olympics has nothing to do with government or jurisdiction. .....Hong Kong has a separate Olympic team than China even though Hong Kong falls under China and so does other countries.
My question would be since they don't pay federal income tax is it reasonable that they expect federal agencies to come to their rescue?
They are 120 billion dollars in debt and now want to become a state so the rest of us can pay off their loans.
I don't see why not. They pay plenty of federal taxes in the form of import/export taxes....and considering that they are among the highest taxed in america on goods, that means quite a bit of their dollars (in relation to what they earn) is paid into those taxes to the US.

Puerto Rican citizens DO NOT PAY THE FEDERAL INCOME TAX. PR is a known tax haven.
...but, they still hold their hands out for all manner of federal government assistance. When they need some money, that's when they become Americans.
