Regardless of who actually voted/votes on the respective plans... Who had the most input in shaping the final product?
I recall a lot of changes being made to the ACA for Republicans. Specifically, 161 amendments were made by Republicans to the ACA legislation http://www.salon.com/2010/02/23/hcr_amendments/
From what I'm hearing, few (if any?) Democrats have been tapped for input on Repeal and Replace efforts.
It would appear that the ACA was much more bipartisan than what we are seeing now. Which is too bad.
Democrats own ACA in its entirety. Why aren't they owning it? If it's so great they should be eager to claim 100% responsibility, which is the truth.
The ACA had plenty of Republican input and amendments added to it (http://www.salon.com/2010/02/23/hcr_amendments/). I also think most Democrats do "own" the ACA...I don't see them running away from it.
That said, the question of this thread isn't about who "owns" the ACA (i.e. your point is not relevant to this thread) - it's about which process has had more bipartisan support. The ACA, so far, has been a much larger bipartisan issue than Repeal and Replace has (which, to my knowledge, has contained literally no Democratic input).
