It has been almost a week since Maria completely "obliterated" (Trump's words) Puerto Rico and the Dotard is still acting as if nothing much has happened. In the meantime these US CITIZENS are living under horrific and third world like conditions and are getting bupkus from their government.
My take on this is, since this US territory and it's inhabitants are not part of Donny's base, he could care less and it is showing Bigly.

Today, President Donald J. Trump declared that an emergency exists in the Commonwealth of Puerto Rico and ordered Federal assistance to supplement commonwealth and local response efforts due to the emergency conditions resulting from Hurricane Maria beginning on September 17, 2017, and continuing.
The President’s action authorizes the Department of Homeland Security, Federal Emergency Management Agency (FEMA), to coordinate all disaster relief efforts. This action will help alleviate the hardship and suffering that the emergency may inflict on the local population, and provide appropriate assistance for required emergency measures, authorized under title V of the Stafford Act, to save lives, protect property, and ensure public health and safety, and to lessen or avert the threat of a catastrophe in all 78 municipalities in the Commonwealth of Puerto Rico.
Specifically, FEMA is authorized to identify, mobilize, and provide, at its discretion, equipment and resources necessary to alleviate the impacts of the emergency. Debris removal and emergency protective measures, including direct Federal assistance, will be provided at 75 percent Federal funding.
Brock Long, Administrator, Federal Emergency Management Agency (FEMA), Department of Homeland Security, named Alejandro DeLaCampa as the Federal Coordinating Officer for Federal recovery operations in the affected areas.

Although, maybe he wasn't reminding PR of their debts at a time of devastation and crisis. Maybe he is suggesting that they follow his lead and declare bankruptcy? Just being helpful?
From what I'm reading, PR is receiving relief, just as Florida and Texas is. Trump has approved $1 billion in federal aid, and 10,000 federal employees are in PR or on their way assisting in rescue efforts. Trump is not addressing the hurricane verbally as he did the other two, but he is addressing it financially and with government personnel. On a personal note, two of the doctor I work for are from PR. Both of them have their entire families back of the island and are worried sick about them, having no information about what has become of any of them. And with no air travel in or out of the island, they are stuck waiting and wondering until air travel is once again possible and they can go and see them personally.
